126 feet of fence would work if there are 2 rows and 2 columns of connected pens.

I hope that helps!! :-)|||It depends. If you want to put the rectangles together in a box, you only need 126 feet. However, if you need four separate pens, then you need 4[2(12+9)] which is 168 feet.
