What are adequate fencing requirements to contain buffalo?

A neighbor has placed 400 head of buffalo on a 160 acre pivot. A four wire fence does not seem adequate to contain them. Our laws do not reflect protection for neighbors, other livestock or motorists on a nearby highway. Do other states legislate containment requirements?
